Every year millions of impoverished families living in the rained parts of India leave their homes in search of work. Forced to migrate due to a livelihoods collapse in the villages, these distress seasonal migrants shut up their spartan homes, take a few meager belongings and move, often across long distances. The large numbers of children who accompany their parents are forced to drop out of school, and in most instances, do not find schooling in the areas they move to. As a result, at work sites these children are put to work from young ages. The numbers of such children under the age of 14 years is estimated to be in the region of 9 million. This study, commissioned by the American India Foundation, draws on the work of four NGOs in different parts of India, and in different sectors: sugarcane harvesting in Maharashtra, salt pan, roof tile and charcoal making in Gujarat, and brick kiln migrations from Orissa to Andhra Pradesh. Both macro and micro aspects of distress seasonal migration are covered, including the spread and scale of the occurrence, the seasonality factor, the differing contexts, employer-labour relations, working and living conditions of migrant families, and children, and the links of such migration with child labour.
Good governance became the mantra in international development debates in the 1990s. The key approaches to bringing about good governance involved reforming the state and 'improving' public administration. Improving and strengthening democratic governance, while acknowledged as important by some international development agencies, was concentrated nevertheless on reforming the institutional design of the state through reforms of th electoral, judicial and legal systems and decentralization and devolution of government. But were these approaches sufficient to make governance participatory, accountable and responsive to citizens and respectful of rights? The action research on which this book is based undertaken in eight country contexts across two regions, Southern Africa and South Asia, by sixteen civil society organisations, looked at governance as political process, rather than solely as a series of technical interventions to improve state functioning. It investigated how women among marginalized groups could be enabled to stake their claim to participation in governance, and ho to create accountability of governance institutions to poor women's interest and rights. The book provides insights into the changing role of civil society organisations representing women's interest in creating 'voice' of the most marginalized women and strategies, methods and tools developed to reach poor women's voices to governance institutions in order to ensure policy responsiveness and implementation.
"The absence of gender awareness in policy and planning in the past has given rise to a variety of efficiency, welfare and equity costs. This book develops an analytical framework and a set of tools which can assist planners, as well as trainers, to ensure that gender is systematically integrated into different aspects of their work. It offers as inventory of the kinds of assumptions which lead to gender-blind policy, and assesses integrationist and transformatory strategies by feminist advocates to influence the mainstream policy agenda. An analytical framework for examining the gender inequalities generated by key institutions through which development takes place occupies a central place in the book. A selection of case studies from the Indian context serves to illustrate different aspects of the framework and its application.
