Why does gender bias persist in natural resource management policies and programmes, despite increasing recognition of rural and tribal women's contribution to conservation and sustainability?
Examining this question from the perspective of an academic and a practitioner, Sumi Krishna looks at diverse areas including the socialization of attitudes, the shaping of community ideologies, and the construction of disciplines and research methodologies. The author advances the novel concept of 'genderscapes' to reflect the totality of women's lifeworlds to revision natural resource management in complex landscapes. Rich case studies unravel the caring practices of forest-dwellers, women's knowledge of biodiversity, their responsibility for farming and food production.
The last few decades have witnessed growing theoretical and practical concerns with intersections between violent conflict and development. Links between poverty and natural resources have been minutely explored, and attention has also been given to how state collapse and bad governance have contributed to violent conflict. However, gender relations and ideologies have often been overlooked in theorization of these interconnections, as well as in designing development strategies meant to mend the devastating impact that war leaves on a society.
This book looks at the intersections between development practice and violent conflict from an explicit gender perspective and situates the fields of inquiry within a global condition of neo-liberal economy and militarism. Using the notions of femininity and masculinity as analytical tools, contributors question theoretical, political and policy approaches pertaining to specific development strategies in times of prolonged violent conflict, transitions to peace, and post-conflict periods. They further analyse various social, cultural, economic and political processes and relations of power that impact upon different groups of women, men and children in the contexts of militarization and violence.
Dubvravka Zarkov is a senior lecturer at the Institute of Social Studies, The Hague. She works on gender, sexuality, ethnicity and violent conflict. With Cynthia Cockburn she has co-edited The Postwar Moment: Militaries, Masculinities and International Peacekeeping, on experiences in Bosnia and the Netherlands. Her book The Fe/Male Body and the Productive Power of Violence: On `Media War’ and `Ethnic War’ in Former Yugoslavia, is forthcoming.
1943: As the British Empire draws to a close, the state of Bengal is just emerging from the grip of famine. Exploited mercilessly by feudal landlords, landless peasants rise in protest and launch a movement in 1946 to retain two-thirds of the grain they harvest - Tebhaga.
More than 50,000 women participated in this movement: one whose history and tragic end - in the crossfire between state violence and revolutionary armed struggle - became a legend in its time. Yet in the written history of Tebhaga, the full-fledged women's movement that they forged has never featured.
In this authoritative study, based on interviews and women's memories, Kavita Panjabi sets the balance right with rare sensitivity and grace. Using critical insights garnered from oral history and memory studies, Panjabi raises questions that neither social history nor left historiography ask. In doing so, she claims the past for a feminist vision of radical social change. This account of the transformation of the struggle is unique in feminist scholarship movements.
Mahua Sarkar examines how Muslim women in colonial Bengal came to be more marginalized in nationalist discourse than their Hindu counterparts. She considers how their near-invisibility, except as victims, underpins the construction of the ideal citizen-subject in late colonial India. She argues that the nation-centredness of history as a discipline, and the intellectual politics of liberal feminism, have together contributed to the production of Muslim women as the oppressed, mute, and invisible 'other' of the normative modern Indian subject.
Drawing on extensive archival research and oral histories, Sarkar traces Muslim women as they surface and disappear in colonial, Hindu, nationalist and liberal Muslim writings. This compelling study concludes by tracing the complex links between past constructions of Muslim women, current representations, and the violence against them in contemporary India.

The fall of communist regimes in Eastern Europe and of dictatorships in Latin America brought new attention to democratic movements worldwide. Most interest focused on national activities, electoral politics and the expansion of capitalist markets, and though much has been written about social movements, the connections between women's grassroots organisations and democratization has been neglected. This book explores how these movements contribute to the expansion of pubic and private spaces and democratic processes. The sixteen case studies highlight women's grassroots movements in India, Hong Kong, Singapore, Eritrea, South Africa, Syria, Egypt, El Salvador, Honduras, Poland, Russia, Belgium, Ireland, Canada, the United States (Appalachia) and Australia. They reveal the connections between local political and social action and the growth of democratic processes at state, regional and global levels. The book illustrates how community-based actions, programmes and organizations that empower women contribute to the creation of a civil society and thus enhance democracy.

Mahila Samakhya is as much a story of a government programme for women's education and empowerment, as it is of the celebration of the struggles of poor women for their rights. In chapters on key issues of nationalism and nation-building, the third wave of democratization, and globalization and governance, Rai argues that the gendered way in which nationalist state-building occurred created deep fissures and pressures for development. She goes on to show how women have engaged with institutions of governance in developing countries, looking at political participation, democracy, representation, leadership and state feminism. Dzodzi Tsikata is a senior Research Fellow at Institute of Statistical, Social and Economic Research(ISSER) and Deputy Head of the Centre for Gender Studies and Advocacy (CEGENSA) at the University of Ghana. Her research interests are the areas of gender and livelihoods, gender and development policy and practice, land and resources tenure reforms. She has several publications on these subjects including a book, Living in the Shadow of the Large Dams: Long Term Responses of Lakeside and Downstream Communities of Ghana's Volta River Project(2006).

"The absence of gender awareness in policy and planning in the past has given rise to a variety of efficiency, welfare and equity costs. This book develops an analytical framework and a set of tools which can assist planners, as well as trainers, to ensure that gender is systematically integrated into different aspects of their work. It offers as inventory of the kinds of assumptions which lead to gender-blind policy, and assesses integrationist and transformatory strategies by feminist advocates to influence the mainstream policy agenda. In Unruly Visions Gayatri Gopinath brings queer studies to bear on investigations of diaspora and visuality, tracing the interrelation of affect, archive, region and aesthetics through an examination of a wide range of contemporary queer visual culture. Spanning film, fine art, poetry and photography, these cultural forms—which Gopinath conceptualizes as aesthetic practices of queer diaspora—reveal the intimacies of seemingly disparate histories of (post)colonial dwelling and displacement and are a product of diasporic trajectories.
Countering standard formulations of diaspora that inevitably foreground the nation-state, as well as familiar formulations of queerness that ignore regional gender and sexual formations, Gopinath stages unexpected encounters between works by South Asian, Middle Eastern, African, Australian and Latinx artists such as Sheba Chhachhi, Allan deSouza, Tracey Moffat and Akram Zaatari. Unruly Visions shows how their art functions as regional queer archives that express alternative understandings of time, space, and relationality.
The queer optics produced by these visual practices create South-to-South, region-to-region and diaspora-to-region cartographies that profoundly challenge disciplinary and area studies rubrics. Gopinath thereby provides new critical perspectives on settler colonialism, empire, military occupation, racialization and diasporic dislocation as they indelibly mark both bodies and landscapes.

Why does the world’s largest democracy turn a blind eye to systematic violations of human rights in its periphery?
Drawing on the findings of a comparative research project, this volume tackles a set of intricate questions about the workings of impunity in India. How do victims of abuse and survivors of sexual violence end up being denied justice? What do those on the margins—those with the wrong sex, wrong identity markers, wrong political leanings— tell us about violence by state and non-state actors?

Every year millions of impoverished families living in the rained parts of India leave their homes in search of work. Forced to migrate due to a livelihoods collapse in the villages, these distress seasonal migrants shut up their spartan homes, take a few meager belongings and move, often across long distances. The large numbers of children who accompany their parents are forced to drop out of school, and in most instances, do not find schooling in the areas they move to. As a result, at work sites these children are put to work from young ages. The numbers of such children under the age of 14 years is estimated to be in the region of 9 million. This study, commissioned by the American India Foundation, draws on the work of four NGOs in different parts of India, and in different sectors: sugarcane harvesting in Maharashtra, salt pan, roof tile and charcoal making in Gujarat, and brick kiln migrations from Orissa to Andhra Pradesh. Both macro and micro aspects of distress seasonal migration are covered, including the spread and scale of the occurrence, the seasonality factor, the differing contexts, employer-labour relations, working and living conditions of migrant families, and children, and the links of such migration with child labour.
A thematic history of the women's movement in India both before and after independence, this book covers the period from the nineteenth century to the present day. It looks at how women's issues were raised, initially by men and as part of the movements for social reform, and then with the involvement of women in the nationalist movement, by women themselves. Using photographs, old and new documents, excerpts from letters, books and informal writings, the author documents the growing involvement of women and the formation of the early women's organizations, she examines the foregrounding of the `women's issue' during the reform and nationalist movements and its subsequent disappearance from the agenda of public debate until the post independence period of the sixties and seventies when it surfaces again.
Radha Kumar is Senior Fellow and Director of the project on Ethnic Conflict, Partition and Post-Conflict Reconstruction at the Council on Foreign Relations in New York. During the past forty years, South Asia has been the location and the focus of dynamic, important feminist scholarship and activism. In this collection of essays, prominent feminist scholars and activists build on that work to confront pressing new challenges for feminist theorising and practice.
Examining recent feminist interventions in India, Pakistan, Sri Lanka, and Bangladesh, they address feminist responses to religious fundamentalism and secularism, globalisation, labour, and migration, militarisation and state repression, public representations of sexuality' and the politics of sex work. Their essays attest to the diversity and specificity of South Asian locations and feminist concerns, while also demonstrating how feminist engagements in the region can enrich and advance feminist theorising globally.
The states in the northeast of India have been subject to multiple protracted conflicts. In the cases where the gendered nature of these conflicts is considered, stereotypes of women as passive victims or natural peacemakers tend to be reproduced, and scholars follow the establishment’s cues in employing analyses from a conventional security studies perspective, focusing on ceasefires and surrender packages for militants, male-dominated negotiations over autonomy and statehood, and ‘homeland’ politics. Even as women have become increasingly vocal in civil society attempts to resolve conflict and build peace in the region, their voices and work are ignored. The media has turned its spotlight on activists like the Meira Paibis and Irom Sharmila, but has yet to acknowledge the significance of women’s everyday resistance, activism and agency – and this lack of attention is a further aspect of their marginalization.
This volume sheds light on the successes and failures of the women’s movements in and of the region; women’s responses and engagements with conflict and peace-building; as well as their challenges, aspirations and experiences as agents of change. It adds important insights into the debate on gender and political change in societies affected by conflict. Moreover, by engaging critically with the ‘women, peace and security’ literature, the volume takes a fresh look at ‘universalist’ feminist and interventionist biases, questioning the notion that peace processes should be treated as windows of opportunity for women’s empowerment and positing that it is crucial to understand gender relations during conflict as historically contingent, complex and multifaceted, and intertwined in the social fabric.
This collection of essays focuses on the post-1980s period of the Indian feminist movement, a moment rich in new and different modes of resistance, of widespread political engagements with issues of rights, of justice, of identity and much more. The writers here, all well-known activists and founders of some of the most important of feminist institutions, describe their individual and collective journeys, bringing attention to the movement, to their struggles, their campaigns, their victories and the challenges they have faced. In using the tools of feminist analysis – a focus on life stories, on oral accounts, on group formation and more – they also make a case for advocacy through legal and socio-political means.
Despite being one of the most dynamic of feminist movements in the world, the Indian feminist movement has seldom been recognized as such. And yet, in addressing how women’s oppression and discrimination lie at the intersection of complex inequalities of caste, of region and religion, of class, of patriarchy, race, ethnicity, to name only a few, the writers in this volume make a case for the need for constant introspection, reflection and self-questioning, so that the movement can learn and grow. They show how in India, and indeed across much of South Asia, it is feminists who have stood against capitalism, war and violence, environmental degradation and fundamentalism and have forged alliances with varied movements, learning from them, working strengthening them but also infusing them with a feminist analysis.

Poonam Kathuria is the founder and executive secretary of SWATI (Society for Women’s Action and Training Initiative).
Abha Bhaiya is one of the founder members of Jagori, a feminist organization set up in 1984 in Delhi.
Both are activists with a longstanding involvement in the women’s movement in India.
On September 1, 1995, Tibetan nationalism and international feminism cam together in front of a global audience when nine exiled Tibetan women staged a demonstration at the United Nations Fourth World Conference on Women in Beijing. From a Tibetan perspective, the women created history by becoming the first Tibetans ever to hold a protest on Chinese soil. This book traces the history of organized political resistance by Tibetan women over the 40-year period leading up of the Beijing Conference. It describes and analyses the development of the Tibetan Women's Association, the mass women's organization of the Tibetan Exile Community and in particular the impact of feminism on it. It looks at at the overlaps and tensions between nationalism and feminism, and examines how both can be constructed in exile. In doing so, the book raises questions of belonging and representation, of change and permanence, of political expediency and idealism. Overall, it provides a unique insight into the nature of Tibetan Nationalism and its interaction with international forces and movements.
This volume documents the focus on the widow, regarded as the dark half of womankind in tradition, the structural counterpart of the sumangali or the auspicious married woman, and to provide an archive on widowhood. The archive comprises prescriptions, injunctions, laws and other accounts dating back to the 5th century BC from Sanskrit texts as well as extracts from official documents, pamphlets and essays in many languages, published in the 19th and 20th centuries. The material is arranged in three parts: documents, personal narratives and creative writing in an attempt to capture the complexities of the experience of widowhood, its diversity and range across India. With the emergence of the women's movement in the last quarter of the 20th century, the terms of analysis have changed and feminist inspired scholarship has raised new questions. In the anthology the widow comes across not just as a passive 'pitiable' object, oppressed, victimised and patronised but as an active resisting survivor - it is this last image that stays with the reader.
This book provides a holistic analysis of the gendered nature of armed conflict and political violence, and in a broader understanding of the complex, changing roles and power relations between women and men during such circumstances, predominantly viewed as ‘male domains’, perpetrated by men acting as soldiers, guerillas, paramilitaries or peacemakers. The involvement of women has received far less attention, with a tendency to portray a simplistic division of roles between men as aggressors and women as victims, particularly of sexual abuse. Consequently the gendered causes, costs and consequences of violent conflicts have been, at best, under-represented and, most often, misrepresented.

The Sexual Violence and Impunity in South Asia research project (coordinated by Zubaan and supported by the International Development Research Centre) brings together, for the first time in the region, a vast body of knowledge on this important – yet silenced – subject. Six country volumes (one each on Bangladesh, Nepal, Pakistan, Sri Lanka, and two on India) comprising over fifty research papers and two book-length studies detail the histories of sexual violence and look at the systemic, institutional, societal, individual and community structures that work together to perpetuate impunity for perpetrators.
Disputed Legacies focuses on Pakistan, examining law, pedagogy, medical practice and the situations that arise when ‘secular’ law comes into conflict with traditional practice and belief. The contributors to this volume trace the often-troubled interaction between the state and its women citizens and examine the structures and social systems that enable impunity for perpetrators of sexual violence to gain strength.
