"The absence of gender awareness in policy and planning in the past has given rise to a variety of efficiency, welfare and equity costs. This book develops an analytical framework and a set of tools which can assist planners, as well as trainers, to ensure that gender is systematically integrated into different aspects of their work. It offers as inventory of the kinds of assumptions which lead to gender-blind policy, and assesses integrationist and transformatory strategies by feminist advocates to influence the mainstream policy agenda. An analytical framework for examining the gender inequalities generated by key institutions through which development takes place occupies a central place in the book. A selection of case studies from the Indian context serves to illustrate different aspects of the framework and its application.

This collection of essays stands at an unarticulated conjuncture within the feminist movement and women's studies that have emerged in India since the 1970s. A huge international controversy followed the 1927 publication of Mother India, an expose written by American journalist Katherine Mayo. Mother India provided graphic details of a variety of social ills in India, especially those related to the status of women and to the particular plight of the country's child wives. The book was translated into more than a dozen languages, and it was reviewed in virtually every major publication on five continents. Mrinalini Sinha traces the controversy surrounding Mother India, explaining how the uproar became a catalyst for far-reaching changes, including a reconfiguration of the relationship between the political and social spheres in colonial India.

A thematic history of the women's movement in India both before and after independence, this book covers the period from the nineteenth century to the present day. It looks at how women's issues were raised, initially by men and as part of the movements for social reform, and then with the involvement of women in the nationalist movement, by women themselves. Using photographs, old and new documents, excerpts from letters, books and informal writings, the author documents the growing involvement of women and the formation of the early women's organizations, she examines the foregrounding of the `women's issue' during the reform and nationalist movements and its subsequent disappearance from the agenda of public debate until the post independence period of the sixties and seventies when it surfaces again.

Dzodzi Tsikata is a senior Research Fellow at Institute of Statistical, Social and Economic Research(ISSER) and Deputy Head of the Centre for Gender Studies and Advocacy (CEGENSA) at the University of Ghana. Her research interests are the areas of gender and livelihoods, gender and development policy and practice, land and resources tenure reforms. She has several publications on these subjects including a book, Living in the Shadow of the Large Dams: Long Term Responses of Lakeside and Downstream Communities of Ghana's Volta River Project(2006).
Pamela Gholah worked as Program Officer with the Women's Rights and Citizenship Program at the International Development Research Centre, Canada. In 2009, she joined the Research and Evaluation Branch at Citizenship and Immigration Canada as a Policy and Research Analyst.
Mahua Sarkar examines how Muslim women in colonial Bengal came to be more marginalized in nationalist discourse than their Hindu counterparts. She considers how their near-invisibility, except as victims, underpins the construction of the ideal citizen-subject in late colonial India. She argues that the nation-centredness of history as a discipline, and the intellectual politics of liberal feminism, have together contributed to the production of Muslim women as the oppressed, mute, and invisible 'other' of the normative modern Indian subject.
Drawing on extensive archival research and oral histories, Sarkar traces Muslim women as they surface and disappear in colonial, Hindu, nationalist and liberal Muslim writings. This compelling study concludes by tracing the complex links between past constructions of Muslim women, current representations, and the violence against them in contemporary India.

In this essay, Geetanjali Singh Chanda explores the idea of the nation, and its representation as a house or home in postcolonial Indian English literature. The author identifies that this literature has a dual parentage that manifests in its narratives, where characters with fragmented identities negotiate to make India their home.
Chanda explores this depiction of ‘Indianness’ through three prominent literary works: Nayantara Sahgal’s Rich Like Us (1983), Meena Alexander’s Nampally Road (1991), and Arundhati Roy’s The God of Small Things (1997). She focuses on the treatment of history within these narratives, and the struggle of characters to reconcile their personal or national history with the post-colonial present. This is done by connecting the events in the text to a significant historical event—like the Indian Independence in 1947, or the Emergency of 1975, which becomes the setting of both Rich Like Us and Nampally Road.
While an exhaustive study of the novels’ characters and storyline shows differences in their narratives and the authors’ perspectives, Chanda identifies common themes of disillusionment, belonging, and a complicated relationship with a house, which in each narrative becomes symbolic of the characters’ relationship with the nation. Women in particular seem to have tenuous relationships with the house, often being marginalized in the idea of the nation. But their relationships with each other seem to transcend national and ethnic identities, and help them navigate through the nation. Chanda focuses on these relationships in particular, associating the motherland with the biological mother.
Kamaladevi Chattopadhyay (1903-1988) was a remarkable woman of many passions and gifts. She played an important role in the struggle for Indian independence and was similarly a key figure in the international socialist feminist movement. She was India’s ambassador to Asia and Africa, an articulate and unflinching exponent of the idea of decolonization, and one of the earliest advocates of the idea of the global South. A staunch champion of women’s rights, she held views on women’s equality that continue to resonate in our times.
Greatly disheartened by the partition of India in 1947, Kamaladevi became involved in the resettlement of refugees and appeared to withdraw from political life. Indeed, the Kamaladevi that most Indians are familiar with is a figure who, above all, revived Indian handicrafts, became the country’s most well-known expert on carpets, puppets and its thousands of craft traditions, and nurtured the greater majority of the country’s national institutions charged with the promotion of dance, drama, art, theatre, music and puppetry. Throughout her life, however, she upheld with all the intellectual vigour and emotional force at her command the idea of the dignity of every human life.
Kamaladevi wrote voluminously and her sojourns took her all over the world. She travelled in China during World War II, lectured in Japan, visited Native American pueblos in New Mexico, and forged links with working women and anti-colonial activists in countries across Asia, Africa and Europe. Sadly, most of her writings have long been out of print. The editors of this comprehensive anthology, which is the first serious scholarly attempt to grapple with Kamaladevi’s life and body of work, have sought to represent the wide range of her interests. The extensive selections, comprised largely of journal articles and excerpts from Kamaladevi’s books, are accompanied by a set of original essays by contemporary Indian and American scholars which analyse and contextualize her life and work. This volume should provide the resources for further examination and appreciation of Kamaladevi Chattopadhyay’s unusual gifts and her place in modern Indian and world history.
How can women live fully? If autonomy is critical for humans, why do women have little or no choice vis-à-vis motherhood? Do women know they have a choice, if they do? How 'free' are these choices in a context where the self is socially mired and deeply enmeshed into the familial? What are implications of motherhood on how human relatedness and belonging are defined?
These questions underlie Amrita Nandy's remarkable research on motherhood as an institution, one that conflates 'woman' with 'mother' and 'personal' with 'political'.
As the bedrock of human survival and an unchallenged norm of 'normal' female lives, motherhood expects and even compels women to be mothers—symbolic and corporeal. Even though the ideology of pronatalism and motherhood reinforce reproductive technology and vice versa, the care work of mothering suffers political neglect and economic devaluation. However, motherhood (and non-motherhood) is not just physiological. As the pivot to a web of heteronormative institutions (such as marriage and the family), motherhood bears an overwhelming and decisive influence on women's lives. Against the weight of traditional and contemporary histories, socio-political discourse and policies, this study explores how women, as embodiments of multiple identities, could live stigma-free, 'authentic' lives without having to abandon reproductive 'self'-determination.
In the last 15 years, queer movements in many parts of the world have helped secure the rights of queer people. These moments have been accompanied by the brutal rise of crony capitalism, the violent consequences of the ‘war on terror’, the hyper-juridification of politics, the financialization/managerialization of social movements and the medicalization of non-heteronormative identities/practices. How do we critically read the celebratory global proliferation of queer rights in these neoliberal times?
This volume responds to the complicated moment in the history of queer struggles by analysing laws, state policies and cultures of activism, to show how new intimacies between queer sexuality and neoliberalism that celebrate modernity and the birth of the liberated sexual citizen, are in fact, reproducing the old colonial desire of civilizing the native. By paying particular attention to the problematics of race, religion and class, this volume engages in a rigorous, self-reflexive critique of global queer politics and its engagements, confrontations, and negotiations with modernity and its investments in liberalism, legalism and militarism, with the objective of queering the ethics of our queer politics.
Over the last several years, regular evaluation of development programs has become essential in measuring and understanding their true impact. Feminist and gender-sensitive evaluations have gradually emerged, drawing attention to existing inequities—gender, caste, class, location, and more—and the cumulative effect of these biases on daily life. Such evaluations are also deeply political; they explicitly acknowledge that gender-based inequalities exist, show how they remain embedded in society, and articulate ways to address them.
Based on four years of research, Voices and Values offers critical insight into how gender, class, and nationality inflect and affect sociological research. It examines how feminist evaluations could make an effective contribution to new policy formulations oriented to gender and social equity. The essays here focus centrally on the structural roots of inequity: giving weight to all perspectives; adding value to marginalized groups and people under evaluation; and taking forward the findings of evaluation into advocacy for change. In doing so, each essay advances the understanding of feminist evaluation both conceptually and as practice.

Many consider the autobiography to be a Western genre that represents the self as fully autonomous. The contributors to Speaking of the Self challenge this presumption by examining a wide range of women’s autobiographical writing from South Asia. Expanding the definition of what kinds of writing can be considered autobiographical, the contributors analyze everything from poetry, songs, mystical experiences and diaries, to prose, fiction, architecture and religious treatises. The authors they study are just as diverse: a Mughal princess, an eighteenth-century courtesan from Hyderabad, a nineteenth-century Muslim prostitute in Punjab, a housewife in colonial Bengal, a Muslim Gandhian devotee of Krishna, several female Indian and Pakistani novelists and two male actors who worked as female impersonators. The contributors find that in these autobiographies the authors construct their gendered selves in relational terms. Throughout, they show how autobiographical writing - in whatever form it takes - provides the means towards more fully understanding the historical, social and cultural milieu in which the author performs herself and creates her subjectivity.

This volume documents the focus on the widow, regarded as the dark half of womankind in tradition, the structural counterpart of the sumangali or the auspicious married woman, and to provide an archive on widowhood. The archive comprises prescriptions, injunctions, laws and other accounts dating back to the 5th century BC from Sanskrit texts as well as extracts from official documents, pamphlets and essays in many languages, published in the 19th and 20th centuries. The material is arranged in three parts: documents, personal narratives and creative writing in an attempt to capture the complexities of the experience of widowhood, its diversity and range across India. With the emergence of the women's movement in the last quarter of the 20th century, the terms of analysis have changed and feminist inspired scholarship has raised new questions. In the anthology the widow comes across not just as a passive 'pitiable' object, oppressed, victimised and patronised but as an active resisting survivor - it is this last image that stays with the reader.
Masculinity without men. In Female Masculinity Judith Halberstam takes aim at the protected status of male masculinity and shows that female masculinity has offered a distinct alternative to it for well over two hundred years. In this first full-length study on the subject, Halberstam catalogues the diversity of gender expressions among masculine women from nineteenth-century pre-lesbian practices to contemporary drag king performances.
Through detailed textual readings as well as empirical research, Halberstam uncovers a hidden history of female masculinities while arguing for a more nuanced understanding of gender categories that would incorporate rather than pathologize them. She rereads Anne Lister's diaries and Radclyffe Hall's The Well of Loneliness as foundational assertions of female masculine identity. She considers the enigma of the stone butch and the politics surrounding butch/femme roles within lesbian communities. She also explores issues of transsexuality among 'transgender dykes,' 'lesbians who pass as men' and female-to-male transsexuals who may find the label of 'lesbian' a temporary refuge. Halberstam also tackles such topics as women and boxing, butches in Hollywood and independent cinema, and the phenomenon of male impersonators.
Female Masculinity signals a new understanding of masculine behaviours and identities, and a new direction in interdisciplinary queer scholarship. Illustrated with nearly forty photographs, including portraits, film stills, and drag king performance shots, this book provides an extensive record of the wide range of female masculinities. And as Halberstam clearly demonstrates, female masculinity is not somernbad imitation of virility, but a lively and dramatic staging of hybrid and minority genders.

Even childbirth is affected by globalization—and in India, as elsewhere, the trend is away from home births assisted by midwives toward hospital births that increasingly rely on new technologies. And yet, as this work of critical feminist ethnography clearly demonstrates, as biomedical models of childbirth spread throughout the globe, they fuse with local practices to create distinctive forms of modern birth.
Through vivid description and animated dialogue, this book conveys the birth stories of the women of Tamil Nadu in their own voices. Cecilia Van Hollen uses these stories to explore larger questions about how the structures of colonialism and postcolonial international and national development have helped to shape the form and meaning of birth for Indian women today.
