"The absence of gender awareness in policy and planning in the past has given rise to a variety of efficiency, welfare and equity costs. This book develops an analytical framework and a set of tools which can assist planners, as well as trainers, to ensure that gender is systematically integrated into different aspects of their work. It offers as inventory of the kinds of assumptions which lead to gender-blind policy, and assesses integrationist and transformatory strategies by feminist advocates to influence the mainstream policy agenda. An analytical framework for examining the gender inequalities generated by key institutions through which development takes place occupies a central place in the book. The creation of widespread public consent for family planning in Kerala, which ensured the non-coercive implementation of birth control in Malayali society, has been regarded as no less than the jewel in the crown of the 'Kerala Model' of social development. Individuals, Householders, Citizens reconstructs the history of the generation of such assent to produce a critical examination of this crucial aspect of social development in Kerala. It participates in the ongoing feminist critique of the Kerala Model, seeking to unravel the particular ways in which people were interpellated into the discourse of Family Planning.
Devika's study adds to the new inter-disciplinary work on questions traditionally considered native to demography. Across the South Asian region, water determines livelihoods and in some cases even survival. However, water also creates exclusions. Access to water, and its social organisation, are intimately tied up with power relations. This book provides an overview of gender, equity and water issues relevant to South Asia. The essays empirically illustrate and theoretically argue how gender intersects with other axes of social difference such as class, caste, ethnicity, age and religion to shape water access, use and management practices. Divided into six thematic sections, each of which starts with an introduction of relevant concepts, debates and theories, the book looks at laws and rights, policies, technologies and intervention strategies. In all, the book clearly shows how understanding and changing the use, distribution and management of water is conditional upon understanding and accommodating gender relations.
This book focuses on feminist research methodology, exploring and analysing its constituting methods, theory, ontology, epistemology and ethics and politics, as well as the significance of the subjectivity of the researcher in research issues relating to women, gender and feminism in Sri Lanka. The book examines ways of meaning-making for political, ideological and social change, and constructs an example of feminist research praxis.
Using this South Asian country as a case study, the author looks at the means by which researchers in this field inhabit, engage with and represent the multiple realities of women and society in Sri Lanka. In analysing what constitutes feminist research methodology in a transitional country, the book links local research practices with Western feminist approaches, taking into account the commonalities, distinctions and specificities of working in a South Asian context.

Masculinity without men. In Female Masculinity Judith Halberstam takes aim at the protected status of male masculinity and shows that female masculinity has offered a distinct alternative to it for well over two hundred years. In this first full-length study on the subject, Halberstam catalogues the diversity of gender expressions among masculine women from nineteenth-century pre-lesbian practices to contemporary drag king performances.
Through detailed textual readings as well as empirical research, Halberstam uncovers a hidden history of female masculinities while arguing for a more nuanced understanding of gender categories that would incorporate rather than pathologize them. She rereads Anne Lister's diaries and Radclyffe Hall's The Well of Loneliness as foundational assertions of female masculine identity. She considers the enigma of the stone butch and the politics surrounding butch/femme roles within lesbian communities. She also explores issues of transsexuality among 'transgender dykes,' 'lesbians who pass as men' and female-to-male transsexuals who may find the label of 'lesbian' a temporary refuge. Halberstam also tackles such topics as women and boxing, butches in Hollywood and independent cinema, and the phenomenon of male impersonators.
Female Masculinity signals a new understanding of masculine behaviours and identities, and a new direction in interdisciplinary queer scholarship. Illustrated with nearly forty photographs, including portraits, film stills, and drag king performance shots, this book provides an extensive record of the wide range of female masculinities. And as Halberstam clearly demonstrates, female masculinity is not somernbad imitation of virility, but a lively and dramatic staging of hybrid and minority genders.
This volume documents the focus on the widow, regarded as the dark half of womankind in tradition, the structural counterpart of the sumangali or the auspicious married woman, and to provide an archive on widowhood. The archive comprises prescriptions, injunctions, laws and other accounts dating back to the 5th century BC from Sanskrit texts as well as extracts from official documents, pamphlets and essays in many languages, published in the 19th and 20th centuries. The material is arranged in three parts: documents, personal narratives and creative writing in an attempt to capture the complexities of the experience of widowhood, its diversity and range across India. With the emergence of the women's movement in the last quarter of the 20th century, the terms of analysis have changed and feminist inspired scholarship has raised new questions. In the anthology the widow comes across not just as a passive 'pitiable' object, oppressed, victimised and patronised but as an active resisting survivor - it is this last image that stays with the reader.
This book links caste and gender to the social production of motherhood. Dandekar argues that in contradiction to the assumption about motherhood being primarily a female-centred and positive domain, subaltern agency produces it as malign, dangerous, malevolent and marginal.
Highlighting the manner in which the experience and expression of motherhood is constructed as androgynous and nonthreatening to patriarchal hegemony, the author emphasizes the consolidation of ‘lower’ caste positive identity through valorization processes and endorses high caste and class ownership and power by producing the birth and survival of a male child as its ideological validaton.
Little has been written about the experiences of motherhood in India, outside of the debates around public health statistics. Here, the author reinvents and deconstructs existing notions of maternity by interrogating the very systemic and patriarchal nature of its language that depoliticizes oppression.

When Thangjam Manorama was arrested and killed by the Assam Rifles in July 2004 in Manipur, it unleashed a protest likes of which no one had witnessed before. Among women authors particularly the question of Indianness is represented in concerns of identities, nationalism, family or community values and gender roles. Home is often the site for the preservation, pedagogy and performance of Indianness.

Organizing Empire critically examines how concepts of individualism functioned to support and resist British imperialism in India. Through readings of British colonial and Indian nationalist narratives that emerged in parliamentary debates, popular colonial histories, newsletters, memoirs, biographies, and novels. Purnima Bose investigates the ramifications of reducing collective activism to individual intentions. Paying particular attention to the construction of gender, she shows that ideas of individualism rhetorically and theoretically bind colonials, feminists, nationalists, and neocolonials to one another. She demonstrates how reliance on ideas of the individual - as scapegoat or hero - enabled colonial and neocolonial powers to deny the violence that they perpetrated. At the same time, she shows how analyses of the role of the individual provide a window into the dynamics and limitations of state formations and feminist and nationalist resistance movements.
From a historically grounded, feminist perspective, Bose offers four case studies, each of which illuminates a distinct individualizing rhetorical strategy. She looks at the parliamentary debates on the Amritsar Massacre of 1919, in which several hundred unarmed Indian protestors were killed; Margaret Cousin's firsthand account of feminist organizing in Ireland and India; Kalpana Dutt's memoir of the Bengali terrorist movement of the 1930s, which was modeled in part on Irish anti-colonial activity; and the popular histories generate by ex-colonial officials and their wives. Bringing to the fore the constraints that colonial domination placed upon agency and activism, Organizing Empire highlights the complexity of the multiple narratives that constitute British colonial history.

This book provides a holistic analysis of the gendered nature of armed conflict and political violence, and in a broader understanding of the complex, changing roles and power relations between women and men during such circumstances, predominantly viewed as ‘male domains’, perpetrated by men acting as soldiers, guerillas, paramilitaries or peacemakers. The involvement of women has received far less attention, with a tendency to portray a simplistic division of roles between men as aggressors and women as victims, particularly of sexual abuse. Consequently the gendered causes, costs and consequences of violent conflicts have been, at best, under-represented and, most often, misrepresented.

Water management is not an engineering matter alone, it involves ecological, socio- political, administrative and legal concerns. Gender is a key factor but has been neglected both conventionally and in recent water reform policies and structures. Yet, a cross-section of South Asian women have challenged socio-cultural norms and crossed personal and professional boundaries to make a profound impact on water and sanitation management. Their inspiring stories have scarcely been documented. In the run-up the fourth World Social Forum held in Mumbai, India in January 2004, civil activists and student organised a major series of seminars in Delhi University to discuss the Forum and its politics. The 'Open Space' seminar series, as it came to be called, picked up on the idea of the Forum as a relatively free space, where all kinds of ideas could not meet and be discussed. The book, the first in a series that explore the new ideas generated by the discusssions took place on all these issues, comprises chapters based on the transcripts of presentation made by academics and activists during the seminars, as well as discussions on the questions arising from the presentation. Can the World Social Forum helps us to conceptualise and actualise a new politics? Can this new politics? Can this new politics be free from violence? Can the experience and knowledge of great movements such as the movements for environment, and the women's movement, contribute to the creation of a new politics? How can such a politics be sustained? Six country volumes (one each on Bangladesh, Nepal, Pakistan, Sri Lanka, and two on India, as well as two standalone volumes) comprising over fifty research papers and two book-length studies, detail the histories of sexual violence and look at the systemic, institutional, societal, individual and community structures that work together to perpetuate impunity for perpetrators.
In this remarkable and wide-ranging study, activist and historian V. Geetha unpacks the meanings of impunity in relation to sexual violence in the context of South Asia. The State’s misuse of its own laws against its citizens is only one aspect of the edifice of impunity; its less-understood resilience comes from its consistent denial of the recognition of suffering on the part of victims, and its refusal to allow them the dignity of pain, grief and loss.
Time and again, in South Asia, the State has worked to mediate public memory, to manipulate forgetting, particularly in relation to its own acts of commission. It has done this by refusing to take responsibility, not only for its acts but also for the pain such acts have caused. It has done this by denying suffering the eloquence, the words, the expression that it deserves and papering over the hurt of people with routine government procedures.
The author argues that the State and its citizens must work together to accord social recognition to the suffering of victims and survivors of sexual violence, and thereby join in what she calls ‘a shared humanity’. While this may or may not produce legal victories, the acknowledgment that the suffering of our fellow citizens is our collective responsibility is an essential first step towards securing justice. It is this, that in a fundamental sense, challenges and illuminates the contours and details of State impunity and positions impunity as not merely a legal or political conundrum, but as resolute refusal on the part of State personnel to be part of a shared humanity.

Mahua Sarkar examines how Muslim women in colonial Bengal came to be more marginalized in nationalist discourse than their Hindu counterparts. She considers how their near-invisibility, except as victims, underpins the construction of the ideal citizen-subject in late colonial India. She argues that the nation-centredness of history as a discipline, and the intellectual politics of liberal feminism, have together contributed to the production of Muslim women as the oppressed, mute, and invisible 'other' of the normative modern Indian subject.
Drawing on extensive archival research and oral histories, Sarkar traces Muslim women as they surface and disappear in colonial, Hindu, nationalist and liberal Muslim writings. This compelling study concludes by tracing the complex links between past constructions of Muslim women, current representations, and the violence against them in contemporary India.

In this collection of essays on Sri Lanka the authors – activists, lawyers, academics, journalists – look back at Sri Lanka’s long and intense armed conflict during which women and men were sexually brutalized, assaulted, tortured and disappeared. They examine not only the rampant sexual violence during the conflict period, and the impunity enjoyed by its perpetrators, but focus also on women’s struggles for survival, their interactions with community leaders and their navigation of society’s expectations, their understanding of, and access to justice. Essay after essay argues compellingly for the need to stop treating survivors of sexual violence as victims and to start seeing them as potentially powerful agents of change.
The writers highlight a hitherto unaddressed aspect of sexual violence: that of the structures that enable impunity on the part of perpetrators, be they security personnel and paramilitary forces, members of armed rebel groups, gangs, local politicians and police or ordinary citizens including close family members.
They demonstrate how impunity for perpetrators is both a failure of the formal justice process and a product of individual, community and social conditions and indeed the choices that victims and families often make, which promote silence over truth. At the end of more than a quarter century of conflict that has left some 100,000 dead, 50,000 women-headed households struggling to survive, and created countless victims and survivors of sexual violence, the calls for justice can no longer be ignored.
This book is an attempt to understand the causes, nature and consequences of gender-based violence in public spaces. It provides a framework that locates gender based violence within the politics and dynamics of public space, and helps us to understand the commonality between these diverse forms of violence, ranging from sexual harassment, sexual assault, moral policing, 'honour' killing, acid throwing, witch hunting, parading naked, tonsuring, rape and homicide. The writers unpack and examine the idea of a 'public' space: although by and large a notional space, they begin by identifying it as the geographical space between the home and the workplace and then, go beyond this to look at the violation faced by homeless women and girls who live on the streets, as well as those who work in public spaces in the unorganised sector.
The fall of communist regimes in Eastern Europe and of dictatorships in Latin America brought new attention to democratic movements worldwide. Most interest focused on national activities, electoral politics and the expansion of capitalist markets, and though much has been written about social movements, the connections between women's grassroots organisations and democratization has been neglected. This book explores how these movements contribute to the expansion of pubic and private spaces and democratic processes. The sixteen case studies highlight women's grassroots movements in India, Hong Kong, Singapore, Eritrea, South Africa, Syria, Egypt, El Salvador, Honduras, Poland, Russia, Belgium, Ireland, Canada, the United States (Appalachia) and Australia. They reveal the connections between local political and social action and the growth of democratic processes at state, regional and global levels. The book illustrates how community-based actions, programmes and organizations that empower women contribute to the creation of a civil society and thus enhance democracy.
